Used Keysight Test Equipment: The Price Tag Isn’t the Cost

Let me tell you about the used Keysight 34461A 6.5 digit multimeter I almost bought.

The price was great. Actually, it was suspiciously great. The listing said “fully functional, no calibration certificate.” I figured it would be fine. It’s a Keysight, right? That’s the mistake I almost made.

I’m the office administrator for a 40-person engineering services firm. I manage approximately $180,000 per year in lab supplies, tools, and test equipment across about nine vendors. I don’t design circuits or write calibration reports. But I know what happens when the wrong thing shows up in Receiving.

The surface problem: “used” is not one thing

Used Keysight test equipment is a category, not a product. A used oscilloscope from a dealer that services it before shipping is one thing. A used 34461A from an auction with no history is something else. Same brand, same model, completely different risk profile.

I remember the week this became obvious. The lab asked for three things at once: a used Keysight 34461A 6.5 digit multimeter, a T1040 thermal imaging camera, and a pipette set. Strange mix, I know. That’s procurement.

The natural instinct was to find the cheapest acceptable versions. But “acceptable” means different things depending on whether you’re measuring voltage or pipetting liquid into a sample. The common thread: each item has a specification that only matters if you trust the calibration behind it.

The deeper issue: calibration is not a sticker

Here is what I did not understand when I took over purchasing in 2021. A digital multimeter has an accuracy specification, but that specification is only valid for a limited time after calibration. For the Keysight 34461A, the basic DCV accuracy is 0.0035% of reading plus 0.0005% of range, over a one-year calibration interval (source: Keysight 34461A datasheet, keysight.com). If the unit’s calibration is expired, that spec is just a historical claim. It might still be spot-on. Or it might not.

The frustrating part is that you cannot tell by looking. A meter that was overvolted once can still power on and measure beautifully. It just won’t be trustworthy at 6.5 digits. And if you’re using it to validate a process or sign off on a product release, “probably right” is not a quality plan.

I remember our quality manager saying exactly this: “I don’t care if it’s the right reading if I can’t prove it’s right.”

A calibration certificate from an ISO/IEC 17025 accredited laboratory provides traceability to national standards like NIST (source: ISO/IEC 17025:2017). That is the piece of paper that makes a used instrument defensible. Without it, you are buying an expensive guess.

The cost of ignoring this

I have made a version of this mistake. Not with a Keysight, but with a used piece of test equipment from a surplus shop. The unit passed a basic check. The display changed when I touched the probes. It looked fine. Later we found it was well outside spec. We had to re-qualify a process and re-test a dozen samples. The “savings” on that purchase disappeared in three days of rework.

The surprise wasn’t the price difference. It was how much time we lost. Never expected a “cheap” lab tool to cost us a full week of schedule.

These are the costs that don’t show up on a P.O.:

  • Calibration before use: $250 to $350 for a 6.5-digit DMM through an accredited lab (based on quotes I received in January 2025; verify current pricing).
  • If the unit does not meet spec: $150 to $400 in repairs, plus another week.
  • Rework, retesting, and explaining to a client why a deadline slipped: not worth estimating.

Compare that to the price discount between new and used. On a 34461A, the used price can be 30 to 50% lower. After calibration, the real savings shrink. And if the unit fails, they disappear entirely.

Why this is really about certainty

In March 2024, we had a certification audit coming up. The lab needed a calibrated multimeter by a specific date. A new unit from Keysight could not get to us in time. A used unit from a dealer with a fresh ISO/IEC 17025 calibration certificate and guaranteed delivery was $380 more than a different used unit with unknown history.

I paid the $380 without hesitation. That is not a speed tax. It is a certainty premium. The alternative was missing an audit date with consequences far beyond the instrument budget.

When I compared our 2023 and 2024 equipment purchases side by side, the pattern was obvious. The two “lowest price” buys generated the most follow-up work. The certified used unit cost more upfront and caused zero drama. Exactly what we needed.

That lens follows me through every purchase, whether it’s a thermal camera or a pipette set.

For a T1040 thermal imaging camera, the used price might be 35% below new. But thermal detectors can drift, and dead pixels are not always obvious from the display. If you’re using it for building surveys or electrical inspections, you need a recent calibration certificate and a sensor status report. Without those, you are not buying the same camera.

Same logic applies to simpler lab supplies. When the lab asked me to buy a pipette set, I used my standard questions: What is the accuracy spec? Is it traceable? Is there a certificate? One vendor said “good lab grade.” That is not a specification. The vendor that could actually answer the questions got the order. It wasn’t the cheapest. It was the one that made the measurement defensible.

Not every measurement tool needs that level of ceremony. I once bought a used Mitutoyo digital caliper. The display was stuck in inches mode. I had to search “how to reset Mitutoyo digital caliper,” and it turned out to be a ten-second fix: hold the ORIGIN/ON button for a few seconds. That was annoying but harmless. A thermal imager or a 6.5-digit DMM is a different category. The cost of being wrong is too high.

What I’d do differently now

I’m not against buying used Keysight test equipment. For certain projects, it is the smart play. But I ask three questions before signing off:

  1. Does the unit have a current calibration certificate from an ISO/IEC 17025 accredited lab?
  2. What is the return policy if it fails calibration?
  3. What happens if the measurement is wrong?

Question 3 is the one most people skip. If the answer is “we’ll just re-measure,” then cheap used gear is fine. If the answer is “we’ll fail an audit” or “we’ll ship bad product,” buy the certainty.

So, would I buy another used Keysight 34461A? Yes, if it comes with the right paperwork and a realistic return policy. Would I buy one advertised as “fully functional” with no calibration history? Probably not. Not at any price I’d trust.

Because the cheapest instrument is not the one with the lowest sticker. It’s the one that gives you a correct measurement the first time, without a debate.

That’s the bottom line. Simple.
