If the answer to question 2 is small, take the discount. If the answer is big, pay the premium. It sounds obvious, but you'd be surprised how often procurement decisions get made in the opposite order.
Let's talk about the budget elephant
I get the pushback. I've sat in budget review meetings where every line item gets interrogated. I've had to explain rush fees to a VP who didn't see the point.
